  • Critics have argued that this tactic raises serious civil liberties issues that should be addressed through legislation.
  • One example of the tactic: Through FOIA requests, the Electronic Frontier Foundation found that law enforcement agencies had purchased a cellphone tracking tool that can monitor people’s movements going back months in time.
