El Paso Mayor Declares State of Emergency Amid Migrant Surge

The mayor of the Texas border town said he finally declared the state of emergency, at least in part, after seeing people on downtown streets in freezing temperatures.

  • “That’s not the way we want to treat people,” Mayor Oscar Leeser said Saturday evening.
  • Leeser also suggested he declared the emergency to allow the city to access additional resources when the Biden administration ends the implementation of a law known as Title 42, which the Trump White House used to limit migration after the start of the pandemic.
  • Title 42 is expected to end Wednesday and result in a surge in immigration at the southern U.S. border, unless the courts intervene.
