- It happened at the same event where Putin signed a new military doctrine casting NATO expansion toward Russia’s borders and the United States as Moscow’s main threats
- Putin also unveiled supposed unique Russian weapons capabilities that he suggested would be deployed wherever best serves Moscow’s interests
