Russian President Vladimir Putin addressed the shocked nation in a televised broadcast Saturday, slamming the massacre as “a bloody, barbaric terrorist act.”

The Islamic State terror network has taken responsibility for the terror attack, in which at least 133 died. But Putin suggested Ukraine, with who Russia is at war, was involved.

“All four direct perpetrators of the terrorist attack, all those who shot and killed people, were found and detained,” Putin said. “They tried to hide and moved toward Ukraine, where, according to preliminary data, a window was prepared for them from the Ukrainian side to cross the state border.”

Russia’s Investigative Committee says that four suspects were stopped in the Bryansk region of western Russia, “not far from the border with Ukraine.”

Ukrainian President Volodymyr Zelensky has denied any involvement by his nation.
