Obama’s Former ‘Chief Propagandist’ Says ‘Every Country Does It’

Doesn’t see propaganda as ‘awful’ tactic

  • In a newly resurfaced video, Richard Stengel, who served as former President Barack Obama’s Under Secretary of State for Public Diplomacy and Public Affairs, said, “Every country creates their own narrative story, and my old job at the State Department was what people used to joke as the ‘Chief Propagandist’ job.”
  • “I’m not against propaganda. Every country does it, and they have to do it to their own population. I don’t necessarily think it’s that awful,” he added.
  • The comments were made while Stengel was moderating a panel hosted by the Council on Foreign Relations in 2018.
  • The remarks resurfaced amidst the news that the State Department’s Global Engagement Center flagged posts on Twitter as “foreign disinformation,” regardless of whether the information was accurate.
  • Stengel’s work at the State Department led to a 2016 executive order that created the Global Engagement Center.
