- The White House has stated that there was an initial agreement to maintain nondefense spending at levels roughly equivalent to those of 2023. This was viewed as a compromise to safeguard important programs that are relied upon by the American populace, and it was aimed at preventing severe cuts that had been proposed by House Republicans, as indicated in the Statement of Administration Policy (SAP).
